Construction Noise Prevention Guideline(Air Quality Protection and Noise Control Division)

Noise Prevention Techniques
Generally, an effective and satisfactory noise prevention measure usually requires only advanced management and community communication. We provide some effective solutions to several common noise problems.
◎ Management Measures:
1. Change part of the operation methods, such as the turning off of unnecessary equipments at nights, to reduce nighttime noise.
2. Establish periodic maintenance and equipment repairing rules.
3. Negotiate with neighbor residents for proper solution. Positively connect with the community to find out a compromise.
◎ Common Noise Problems:
Problem 1: Large volume amplifier in public places (e.g. Kareoke, announcement in bus station or shops)
◎ Prevention Measures:
1. Adjust to proper volume and mark on the amplifier for self-control
2. Improve indoor soundproof (sound-absorption, sound-insulation) and vibration-proof facilities, to prevent direct sound spreading to outdoor or transferring to low frequency noise by structural vibration (spreading further).
3. Keep good relationship with local community: communicate with neighbors often. Voluntarily notify them when large volume is expected.

Problem 2: Old equipment without periodic maintenance produces abnormal loud noise.
◎ Prevention Measures:
1. Regularly perform equipment check up to ensure equipment is in good useable condition.
2. Replace old components, maintain the equipment periodically, and keep the maintenance record available.
3. Replace with new equipment.

Problem 3: Equipment produces large volume of noise during operation
◎ Prevention Measures:
1. Regularly perform equipment check up to ensure equipment is in good useable condition.
2. Maintain the equipment periodically, and keep the maintenance record available.
3. Keep good relationship with local community; negotiate to find a common consensus with them
4. Add a noise prevention facility.
