﻿<?xml version="1.0" encoding="utf-8"?><rss version="2.0" xmlns:dc="http://purl.org/dc/elements/1.1/" d1p1:xsi="http://www.gov.tw/schema/RSS20.xsd" xmlns:d1p1="schemaLocation"><channel><title>Department of Environmental ProtectionServices</title><link>https://english.dep.gov.taipei/News.aspx?n=010EDE53B1F4A4AF&amp;sms=85FBABE70858A8D4</link><language>en</language><copyright>Department of Environmental Protection, Taipei City Government</copyright><item><title><![CDATA[Report and Reward Section]]></title><link>https://english.dep.gov.taipei/News_Content.aspx?n=010EDE53B1F4A4AF&amp;s=BA5A1388049F1F3F</link><description><![CDATA[Report and Reward Section for Violation of the Waste Disposal Act<br /><br />Legal Bases<br /><br />With respect to the Taipei City Regulations for Rewarding the Report of Violations of the Waste Disposal Act<br />Article 3<br />After detecting violations of the Act in Taipei City, citizens can state the facts and submit relevant evidence by correspondence or email to the DEP or EID.<br />No reward will be granted to an informant under any one of the following circumstances:<ol><li>Reports filed in anonymity or under a pseudonym.</li><li>The informant is a staff member of the DEP or related units.</li><li>Reports without facts or solid evidence.</li><li>Failure to file a report within 7 days after the detection of violation.</li><li>Failure to file a report with a true contact phone number, address, or in the report format specified by the DEP, and failure to make corrections by the time-limit notified by the DEP or EID.</li><li>The report of a same violation by the same informant who has collected the reward.</li></ol>The solid evidence stated in the above two paragraphs refers to the photos, videos, or other information valid for indicating the act, fact, time, and location of violation.<br />Article 5<br />If a reported violation is found true and punished with an administrative fine over NT$1,200, a reward will be given to the informant according to the violations and the proportion of reward specified in the annex.<br />The maximum amount of reward for each report is NT$50,000. For example, after photographing a person litters with cigarette ends on July 1, the photographer must report it no later than July 7.</li><li>Fill in the report form and provide solid evidence, such as photos, videos, or other data that can prove the who, what, when, and where of an illegal act.</li><li>Provide informant basic data (including the real time, ID card number, address, and contact phone number).</li></ol><hr />Q&A on Reward for Report<br /><br />Q1: What are the illegal acts that will be rewarded for reporting?<br /><br />A1: Reports of the following acts will be rewarded: garbage littering, cigarette end littering, paper littering, spitting, betel nut juice littering, failure to clean up dog (or pet) droppings after walking, causing a mess by feeding stray dogs, posting small adverts illegally, disposal of spoil or waste at will, illegal graffiti, and other violations of the Waste Disposal Act.<br /><br />Q2: How to determine the amount of rewards?<br /><br />A2: To encourage citizens to report littering and pollution, the DEP has established the &ldquo;Taipei City Regulations for Rewarding the Report of Violations of the Waste Disposal Act&rdquo;. After detecting violations of the Waste Disposal Act in Taipei City, citizens can report them to the DEP within 7 days. If the report is supported with solid evidence of the violation, the informant will receive a reward at 30-90% of the paid-in fine based on the nature of violation. All information will be kept confidential.<br /><br />Q7: The photos or videos provided should include the who, what, when, where, and why.<br /><br />A7:<ol><li>The illegal act(s) in the photos or videos must be clear and readily identifiable, including a traceable vehicle plate number or address.</li><li>The photos or videos must contain a date stamp (the time (HH:mm) and date (MM, DD, YY) can be preset in the camera).</li><li>The location of violation should contain a background, such as a specific building, signboard, clear address, or bridge, as supporting details.</li><li>The action of littering waste (continuous shooting is preferable). When shooting with a camcorder, please shoot the whole process. Your information will be kept absolutely confidential.<br />&nbsp;<br />Q8: When will the reward for reporting violations against the Waste Disposal Act be released?<br /><br />A8:<ol><li>According to the &ldquo;Taipei City Regulations for Rewarding the Report of Violations of the Waste Disposal Act&rdquo;, after the verification and confirmation of punishment, the DEP will release a reward at a specific percentage of the paid-in fine. Investigations and actions are conducted and taken according to the related environmental protection laws and regulations, such as the Air Pollution Control Act, Noise Control Act, Waste Disposal Act, and Water Pollution Control Act.<br /><br />Reports of offence are reviewed and registered according to the &ldquo;EID Environmental Protection Offence Report Handling Procedures&rdquo; and actions are taken according to the &ldquo;Environmental Protection Offences Ticket Issuance Criteria&rdquo; and &ldquo;Criteria of Penalties for Violation of Environmental Protection Regulations of the Department of Environmental Protection of Taipei City Government&rdquo;.<br /><br />To timely handle public nuisance petitions, citizens may choose any one of the following four channels:<ol><li>Report to Hello Taipei hotline at 1999. After receiving a report from the assignment system, the DEP will contact the EID to send staff to the scene for investigation as quickly as possible.</li><li>Report to the EPA hotline at 080-0066666. General Conditions<br />　　　　 In 2019, Taipei City processed an average of 2,163 metric tons of general waste and general industrial waste per day (not including dirt and culvert sludge). Taipei currently has three municipal waste incinerators in Neihu, Muzha and Beitou, and one sanitary landfill in Shanzhuku. The rate of proper garbage disposal has reached 100%, and the waste incineration rate has been 99.23%. Due to limited space and a dense population, there is little land for waste disposal. To solve this waste disposal problem, the policies based on reducing quantity, processing of resources and pluralistic processing were adopted. With the Trash Per-bag Fee Collection policy, the quantity of garbage was reduced by64.14%, and the resource-recycling rate has increased to 64.42%. Recycling of kitchen waste is also promoted to further reduce the quantity of garbage.</p><p>II. Important Measures and Duties1. Promote recycling of kitchen waste and use of end products.<br />2. Complete facilities (including warm water swimming pools) at Neihu, Muzha and Beitou Incinerators to benefit and contribute to local residents around the incinerator.<br />3. Closure and restoration of Fudekeng Sanitary Landfill and completion of Fudekeng Restoration Park.<br />4. Complete Neihu and Muzha Incinerator dioxin improvement project. The City&#39;s three incinerators have complied with national dioxin emission standards. Their fly ash was solidified and landfilled before 2011. Now the fly ash is pre-wash treated to produce cement.<br />5. Follow-up supervision of the Fudekeng Landfill and Shanzhuku Landfill has already been contracted out to the operators who will recycle and reuse the methane generated by the waste.<br />6. Provide subsidy to local residents concerning waste incinerators and sanitary landfills<br />7. Provide assistance to the ShanZhuKu Sanitary Landfill Monitoring Commission and Taipei City Garbage Incinerator Supervisory Commission<br />8. Garbage sampling and analysis and establishment of a long-term garbage databank for Taipei City<br />9. Commission of monitoring and analysis of environmental quality at Shanzhuku Landfill; monitor, control and improve environmental quality and safety at the site<br />10. Commission of recycling and reuse of incinerator bottom ash and fly ash.</p><p>III. Future Prospects<br />　　 &ldquo;Zero Landfill, Total Recycling&rdquo; is the ultimate goal in waste management, and the Department of Environmental Protection, Taipei City Government has planned for the recycling of household kitchen waste, incineration of fly ash and reuse of other non-consumable waste, so as to fully recycle all resources and waste. General Conditions</u><br />　　&nbsp;In 2019, the average daily industrial waste disposed by Department of Environmental Protection, Taipei City Government (DEP) was 1,090 metric tons. After a revision was made to the definition of business agencies in the &ldquo;Waste Disposal Act,&rdquo; over 2,831 target business agencies have been counted in Taipei City. To prevent unauthorized dumping of hazardous industrial wastes, the businesses targeted by the Environmental Protection Administration are required to submit their clearance plans to the government for examination and approval. They are also required to provide basic data on the Internet regarding business operations, waste storage, and waste clearance procedures. The DEP regularly checks this information online and conducts onsite inspections if any irregularity is found. The DEP also conducts unscheduled inspections on the storage, clearance, disposal and treatment of industrial wastes at the business agencies&#39; premises.</p><p><u>II. Important Measures and Tasks</u>1.Continued implementation of public safety policy to reinforce control of medical wastes.<br />2. Inspection of hazardous industrial waste clearance procedures at waste production sources.<br />3. Reinforce inspection of operations at clearance and treatment organizations responsible for hazardous industrial wastes.<br />4. Filing and examination of Class-A waste clearance permit, and establishment/operation permits of all levels of waste treatment facilities.<br />5. Filing of application for permit of importation, exportation, transit, and trans-shipment of wastes within jurisdiction.<br />6. Checking storage and clearance procedures throughout the industrial waste flow, using the Internet.<br />7. Education and promotion for proper storage, clearance, disposal and reuse of industrial wastes.<br />8. Set standards for the sorting of waste to be processed by DEP.<br />9. If waste to be processed by DEP upon request is packed in transparent garbage bags, the bags must be marked with the name of the production source.</p><p><u>III. Subsidy Application Basis:<br />The aircraft noise prevention subsidy for Taipei residents is transacted in accordance with the provisions in &ldquo;Aircraft Noise Control Funding Allocation and Use Regulations&rdquo; promulgated by Ministry of Transportation and Communications and &ldquo;Relevant Data of Subsidy to Residents Surrounding Taipei SonShan Airport for Aircraft Noise Control (Rev. 04/2008)&rdquo; promulgated by Taipei International Airport Office<p>B. Beneficiary of the Subsidy in Current Stage:<br />a. The notified residents living in Aircraft Noise Control Zone, who may apply for Aircraft Noise Prevention Subsidy, are listed below:<br />1. The residents, who lived in Class 3 Aircraft Noise Control Zone announced on 10/04/1996 and had not been subsidized, were notified on 10/04/2001 by the official letter Fu-Huan-Yi-Zhu No.90160860000. See the detail for benefited resident list in the attached table (totally 376 households). Application has been closed.<br />2. The residents, who lived in Class 3 Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 02/07/2002 by the official letter Fu-Huan-Yi-Zhu No.090100496900. See the detail for benefited resident list in the attached table (totally 502 households). Those who had not applied in last year could re-apply in this year (between Feb. 7 and May 7, 2003). Application has been closed.<br />3. The residents, who lived in Class 3 Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 12/05/2002 by the official letter Fu-Huan-Si-Zhu No.09106181700. See the detail for benefited resident list in the attached table (totally 768 households). Application has been closed.<br />4. The residents, who lived in Class 3 Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 01/24/2003 by the official letter Fu-Huan-Si-Zhu No.09201604100. See the detail for benefited resident list in the attached table (totally 795 households). Application has been closed.<br />5. The residents, who lived in Class 3 Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 01/24/2003 by the official letter Fu-Huan-Si-Zhu No.09201611200. See the detail for benefited resident list in the attached table (totally 792 households). Residents shall apply within 2 months after receiving the notice (by 05/23/2003). Belated applications were regarded as abandoned for the subsidy this time and were altered to be included in The Subsidy Priority List after Two Years from the Priority List in that year. Application has been closed.<br />11. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2006. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 01/17/2006 by the official letter Fu-Huan-Yi-Zhu No.09530369000 (totally 201 households). Application has been closed.<br />12. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2008. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 06/11/2008 by the official letter Fu-Huan-Yi-Zhu No.09733312600 (totally 150 households). Application has been closed.&nbsp;&nbsp;</p><p>13. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2009. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 09/21/2009 by the official letter Fu-Huan-Yi-Zhu No.09836282500 (totally 91 households). Application has been closed.<br />14. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2010. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 02/08/2010 by the official letter Fu-Huan-Yi-Zhu No.0993083700 (totally 102 households). Application has been closed.<br />15. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2011. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 03/14/2011 by the official letter Fu-Huan-Yi-Zhu No.10031416200 (totally 209 households). Application has been closed.<br />16. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2012. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 02/20/2012 by the official letter Fu-Huan-Yi-Zhu No.10130872200 (totally 183 households). Application has been closed.<br />17. The accepted benefited residents of Aircraft Noise Prevention Subsidy in 2013. The residents, who lived in Aircraft Noise Control Zones announced on 11/30/1998 and might apply for Aircraft Noise Prevention Subsidy, were notified on 11/27/2012 by the official letter Fu-Huan-Yi-Zhu No.10138320400 (totally 305 households). Application has been closed.<br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p><p>C. Eligible Beneficiary Conditions:<br />1. Beneficiary: The &ldquo;residents&rdquo; listed in the two attached tables above.<br />2. Benefited Buildings:<br />[1] A benefited building shall be an &ldquo;existed and legal building&rdquo; locating inside Aircraft Noise Control Zones &ldquo;before announcement&rdquo;, or a squatter house, that locates inside Class 3 Aircraft Noise Control Zones of Taipei SonShan Airport and was built before 1963 and conformed to the conditions described in the official letter Fu-Huan-Yi-Zhu No.8704140300 on 08/25/1998 or was built between 1964 and 08/01/1988 and conformed to the conditions described in the amended &ldquo;Taipei City Squatter House Removal Standard&rdquo;<br />[2] Shall be used as &ldquo;residence. Those that are used for business purpose are not currently benefited per regulations.</p><p>D. Process and Method of Subsidy Transaction:<br />1. Division of Work for Subsidy Transaction:<br />a. Taipei City Government is in charge of:<br />[1] Announcement of Annual Subsidy Application<br />[2) Determination of the applicant&rsquo;s qualification<br />[3] After the collection work of application and subsidy list is completed, transfer to Taipei International Airport Office for follow-up procedures, such as reviewing and join inspection.<br />b. Taipei International Airport Office is in charge of:<br />[1] Calculating the beneficial scope in accordance with the allocated budget of Aircraft Noise Control Fund.<br />[2] Deciding the order of priority.<br />[3] Follow-up reviewing and join inspection of the subsidy applications.<br />[4] Construction notifying, acceptance inspection and payment delivery, etc.<br />2. Subsidy Transaction Flowchart: See the attached figure.<br />3. Status of Subsidy Application Notification from Us:<br />[1] The relevant information for the Aircraft Noise Prevention Subsidy includes the following:<br />(1) Aircraft noise prevention subsidy transaction process<br />(2) Required documents for subsidy application in each stage (For example, Subsidy Application Form, Subsidy Reviewing Form, Construction Completion Report, Construction Completion Review, etc.)<br />[2] For residents conforming to beneficial priority conditions but are not included in the beneficiary list at this time, please contact us to conduct a further investigation and to modify.<br />4. Regulations for Subsidy Application:<br />[1] Subsidy Amount: The Aircraft Noise Prevention Subsidy is distributed in installments, by items and by stage. In this stage, the maximum subsidy for each household is NTD 150,000.<br />[2] Deadline for Submitting Application Form: Eligible residents shall apply within&nbsp;1 months after receiving &ldquo;Aircraft Noise Prevention Subsidy Application Notice&rdquo;. Belated applications were regarded as abandoned for the subsidy this time and may apply for extension from Taipei International Airport Office. Those listed in the Priority List in that year would be altered to be included in The Subsidy Priority List after two years.<br />[3] Subsidy Application Form: For the format of the application form, please refer to &ldquo;Relevant Data of Subsidy to Residents Surrounding Taipei SonShan Airport for Aircraft Noise Control&rdquo;, Part 1-1 (Page 4 and Page 13~24).<br />[4] Submitting the Application Form: The application form shall be submitted to us before the deadline (every page of application form shall be stamped with a seal on the perforation). Application forms may be sent to us by a registered mail or in person (Address: Division 1, Department of Environmental Protection, Taipei City Government, Northeast Dist., 7F., No.1, Shifu Rd., Xinyi Dist., Taipei City 110, Taiwan (R.O.C.)<br />[5] Notes for Subsidy Application:<br />(1) Once the subsidy application passes the primary review of TDEP, we would collect relevant application documents and transfer them to Taipei International Airport Office for secondary review. Benefited residents, please submit follow-up subsidy application documents per the notice and deadline of TIAO. For those who have not received notice, please preserve the relevant subsidy documents and data.<br />(2) If a residential building, that is located within Class 3 Aircraft Noise Control Zones of Taipei SonShan Airport, was a squatter house built before 1963 and conformed to the conditions described in the official letter Fu-Huan-Yi-Zhu No. 8704140300 on 08/25/1998 or was built between 1964 and 08/01/1988 and conformed to the conditions described in the amended &ldquo;Taipei City Squatter House Removal Standard&rdquo;, because of the lack of Certificate Of Ownership Of Constructional Improvements, the application form shall be attached with Doorplate Numbering Proof (the doorplate shall be numbered before 08/01/1988), all the residents&rsquo; Household Certificate Transcripts (among them, at least one person shall&nbsp; have registered his/her household in that house before 11/30/1998) and copies of House Tax Payment Proof or Water and Electricity Fees Payment Proof.<br />(3) If a doorplate has been re-numbered, the doorplate number registered in the Registration Transcription of Building attached in the subsidy application shall be changed to the new doorplate number. If the doorplate number has not been changed, a Doorplate Numbering Proof shall be attached (with the doorplate number before re-numbering).<br />(4) The list of benefited residents is posted on the websites of TDEP and Taipei International Airport Office for residents pertaining to this issue to inquire.<br />(5) If a resident could not submit application during that period, he/she shall submit related proofs from the village office (noting the extension deadline) to Taipei International Airport Office for reviewing. After receiving TIAO&rsquo;s approval, the applicant shall send application to us with TIAO&rsquo;s approval letter. Belated applications would be regarded as surrender of eligibility for the subsidy this time.<br />5. Its powerful management, analyzing and storage ability provide significant help to construction pollution control. Therefore, we have designed a construction pollution control geographical information system. With universality and convenience of web surfing, we hope to build up construction site distribution map and information display functions, in order to reach the following goals:<br />1. Assist construction audit<br />The construction sites are a lot and widespread in Taipei City. With the help of this system, the distribution of each registered construction site can be quickly understood, including the information about its administrative region and location. Audit can be performed more easily. Besides, the system categorizes the sites into four levels based on their current emission volume; TSP monthly emission volume (tons/month) 0~0.1, 0.1~0.2, 0.2~0.3 and &gt;0.3, are labeled differently with blue, green, yellow, and orange. This color-labeling allows the administrators to quickly identify the areas&rsquo; needs for more vigorous and improved audits.<br />2. Provides immediate check-ups and dealing when air quality is poor<br />By using the air quality monitor station that were set up by TDEP and Environmental Protection Administration, Executive Yuan. With the help of the air quality monitoring data from Environmental Protection Administration, when Pollutant Standards Index (PSI) reaches cautious value (PSI&gt;80) , we can efficiently and quickly identify the construction site distribution that&rsquo;s within 2km radius of the monitor station, and find out the major pollution source in that region, according to the wind speed, wind direction, basic information of the construction site and particle pollutant emission circumstance. Therefore we can strengthen audit work immediately, to prevent air quality aggravation.<br />3. Help plan construction pollution control work<br />With the design and space exhibition functions of the system, we can quickly pinpoint the population, number of construction sites, pollutant emission and reduction volume in each district, to find out pollution sources and estimate the causes for referencing, when we plan construction pollution control work.<br />4. Provide construction information available to users Connect the system with Internet and make the search function available to users. Let people know the basic information of the construction site in Taipei City, distribution, pollution prevention and relevant control statistical information.</p><p>&nbsp;</p><p><u>Introduction of the System</u><br />The content and function of Construction On-Line Geographical Information System:<br />1. Display the construction site distribution in Taipei City<br />2. Search the construction list and location in each district.<br />Click the district&rsquo;s button in search, a new window would pop out to show the search result of construction list and label their locations on a map.<br />3. Display the basic information of each construction site and pollution prevention information<br />Including Air Pollution Fee Control Number, class of construction, name of construction, address, owner of construction, phone number of the owner, contractor, contractor&rsquo;s phone number, start date, estimated complete date, TSP current emission volume, TSP original emission volume, TSP reduction volume, TSP reduction rate, demerit in Direction, etc.<br />4. Show TSP monthly emission level<br />Use blue, green, yellow and orange colors to represent TSP monthly emission volume (tons/month) in 0~0.1, 0.1~0.2, 0.2~0.3 and &gt;0.3.<br />5. Display the statistical information in each district<br />The system homepage shows the construction site distribution in Taipei City, number of registered construction in each district, TSP emission loads, etc. In the search system, click a monitor station, its corresponding construction sites would blink with a red flash. Point your mouse on a construction site at the map right side, the name of construction and control number would be displayed.
