We also installed 4 units/8 devices of continuous monitoring instruments, to 24-hour monitor the 4 incinerators. The 9 monitoring items are hydrogen chloride (HCl), nitrogen oxides (NOx), oxysulfides (SOx), carbon monoxide (CO), oxygen (O2), amonia (NH3), water (H2O), opacity and particle pollutants. The monitoring values are connected to the billboards in our scale exit, administrative building and the intersection of Chongde Rd and No. 13 Road. Therefore, citizens and our management staffs can know the waste gas emission condition in our incinerator. 2. For wastewater emission: We have obtained “Wastewater Treatment and Discharge Permit” on Oct. 21, 1998. Our wastewater discharge is controlled and periodically followed. However, our plant is designed as zero-wastewater-emission; the wastewater would be recycled after treatment. Waste gas monitoring instruments are also installed at the exits of exhausts, to 24-hour monitor the incinerators. The monitoring data would be sent to control center directly. Our staffs would monitor the waste gas emission condition and adjust relevant parameters to optimize the combustion and amount of waste gas treatment chemical. The important air pollutant index values (hydrogen chloride, nitrogen oxides, oxysulfides and opacity) are connected to the billboards in our administrative building’s lobby, the entrance gate and the intersection of Chongde Rd and No. 13 Road, and linked to environmental competent authority. Seeping water from garbage pit: After filtering, it is sprayed into incinerator, to be vaporized and oxidized. 2. Inorganic wastewater: Wastewater from all equipment in the plant, water discharging pipe, dust pit and laboratory wastewater are collected to wastewater treatment plant. They are treated by inorganic procedures—chemical coagulation, sedimentation, filtration, chelator resin tower adsorption, etc. After these procedures, the wastewater is neutralized and mixed with organic wastewater for further treatment. 3. Organic wastewater: domestic water of our staffs, scale pit wastewater and garbage truck washing wastewater are collected to wastewater treatment plant. They are treated by organic procedures—equalization, aeration, activated sludge treatment, secondary coagulation, filtration and sterilization and sludge sedimentation. After these procedures, the wastewater can be recycled to make slake lime mud, to cool combustion smoke, to wash garbage trucks, and to stabilize fly ash, etc. No wastewater needs to be discarded outside (zero-wastewater-emission). Our inspection lab also periodically checks water quality to ensure the result of wastewater treatment fulfilling standards. 4. Sludge produced from wastewater treatment would be dewatered and become sludge cakes. They would be mixed with the garbage in garbage pit to be burned, or sent to Sanitary Landfill Site and buried. Because EPA amended and promulgated “Waste Incinerator Dioxin Control and Emission Standard” on Oct. 1999, we shut off all incinerators on Feb 1999 to do “Dioxin waste gas treatment system improvement project” with 530 million dollars. The project was completed on March 2001. The inspection results were as the following: 0.038ng on 02/2001, 0.012ng on 11/2001, 0.0093ng on 04/2002, 0.039ng on 11/2002, 0.020ng on 03/2003. All the results were far lower than environmental regulation standard 0.1ng. Please don’t worry!
