Invited by Urban Environmental Accords (UEA), today the City published its&ldquo;2021 Taipei City Voluntary Local Review&rdquo; (2021 Taipei City VLR) on the 2021 UEA Yeosu Summit held in South Korea. To align with the goal of net-zero emissions by 2050, the VLR focused on SDG 13 climate actions to showcase the City&rsquo;s determination to promote carbon reduction and examined how various SDGs are correlated to its measures.<br /><br />&nbsp; The Department of Environmental Protection (DEP) of Taipei City Government said that Taipei City joined the UEA in 2005, and that the UEA is an international collective of cities committed to pursue sustainable development with 156 members. Since 2011, biennial summits have been held by the UEA, allowing members to exchange progress and achievements in sustainable development. Apart from the UEA summit, the 2021 Taipei City VLR will be also showcased on open VLR platforms of IGES and UCLG, enabling the international community to better understand the long-term outcomes built on the City&rsquo;s climate actions and sustainable development efforts.<br /><br />&nbsp; The DEP said that the 2021 UEA Yeosu Summit focuses on &ldquo;Sustainable Cities through Realizing Net-Zero&rdquo;. Taipei City will share outcomes of promoting a sustainable city with member cities in countries like Korea, Philippiens, Cambodia, and Cameroon, etc. Divided into three aspects-environmental, economic, and social, the City&rsquo;s sustainable efforts will be formulated as the basis and a viable pathway in gradually implementing the City&rsquo;s net-zero emission goals.<ol><li>Eco-friendly resilient city: the City has enacted the &ldquo;Taipei City Clean Air Action Plan&rdquo; since 2016, implementing the strategy of &ldquo;low emission, green transportation, and regional cooperation&rdquo;. In addition, the City has designated three transportation hubs and six tourist hotspots as &ldquo;Air Quality Maintenance Zones&rdquo;, the first of its kind among metropolitan areas in Taiwan. In addition, the City has proposed the three-year electric scooter subsidy scheme and is expected to establish a fleet of 3,500 electric municipal buses by 2030 to reduce air pollution as well as meeting WHO guidelines of PM<sub>2.5</sub> of 10&mu;g/m<sup>3</sup>. Furthermore, to reduce the urban heat island effect, Taipei City has proposed the &ldquo;Taipei Street Trees 15-Year Vision Plan&rdquo;. By planting trees and shrubbery to connect green spaces as well as strengthening street trees maintenance management, the City creates an urban green ecosystem and a clean, healthy environment for its citizens.</li><li>Circular economy, prosperous Taipei: Focusing on circular economy, Taipei City has launched the &ldquo;Subsidies & Incentives for Taipei Industry&rdquo; to facilitate the upgrade and transformation of small and medium-sized enterprises; moreover, the City has developed industrial exchange platforms and set out plans for startup labs to boost the City&rsquo;s capacity for innovation in circular economy. Apart from this, Taipei City actively seeks to expand civic participation in the development and use of renewable energy. By launching the &ldquo;Solar Taipei Program&rdquo;, the City promotes the set up of solar PV systems throuth public-private partnership. In 2020, the City collaborated with the citizen interest group Homemakers United Foundation to build Taiwan&#39;s largest civic power plant with a capacity of 19.8 kW at Guandu Junior High School. Taipei City has also set a target of solar PV installation to reach 66MW by 2030. In addition, the City introduces smart micro power grid systems that integrate solar PV and energy storage equipment in social housing, campuses and government agencies, to increase renewable energy use and build the foundation for energy transition.</li><li>Friendly, Inclusive and Shared Society: In response to the threat posed by short-duration intense rainfall due to extreme weather, Taipei City has established the &ldquo;Taipei City Disaster Prevention Info Website&rdquo; and the &ldquo;Taipei City Disaster Prevention App&rdquo; to provide the latest disaster prevention information for citizens, enhancing capabilities for disaster prevention and recovery. Moreover, to improve disaster prevention community education and the concept of self-driven disaster prevention communities, the City has coordinated disaster relief volunteer training and certification scheme. As of the end of 2020, a total of 1,840 citizens had become certified disaster relief volunteers, helping with neighborhood response measures and reducing property damage. Besides, to effectively distribute and utilize leftover food, the City has established a food exchange platform, joining hands with seven public-owned markets and the Taipei Agricultural Products Marketing Corporation; meanwhile, Taipei City has not only established local community care centers to provide &ldquo;shared meals for seniors&rdquo;, but promoted food education and raise awareness of cherishing food. With these measures in place, the City ensures stable and sufficient food supply for disadvantaged groups.</li></ol>&nbsp; The DEP pointed out that during the UEA summit, experts and scholars, NGOs and youth climate action activists from more than 13 countries will share implementation plans to net-zero emissions or practices in creating sustainable cities. The DEP also indicated that Taipei City is undertaking the assessment of pathway planning in achieving net-zero emissions by 2050. As citizens of global village, Taipei City makes commitment to do our utmost in fulfilling obligations and shared responsibilities for global GHG emission reduction, working together with the international community towards a new era of carbon neutrality. While the process of pursuing net-zero emissions is full of challenges, it is also crucial to the enhancement of our country&rsquo;s international competitiveness, providing a turning point for transformation and reconstruction of cities under the climate crisis.<br />&nbsp; Building on the implementation of the existing 2030 UN Sustainable Development Goals (SDGs), Taipei City Government will move ahead in the promotion of municipal policies from public to private sector, such as the expansion of renewable energy utilization, the electrification of vehicles, the introduction of smart and zero-carbon buildings, and the investment in innovative start-up companies. The City Government will launch the assessment of pathways for achieving net-zero emissions by 2050, serving as the basis for the implementation of the City&rsquo;s long-term carbon reduction policy.<br />&nbsp; According to the Department of Environmental Protection (DEP) of Taipei City Government, after the UN Paris Agreement was adopted in 2015, the Special Report published by the Intergovernmental Panel on Climate Change (IPCC) in 2018 pointed out that global emissions will need to reach net-zero by mid-century in order to meet the goal of limiting global temperature rises to 1.5&deg;C. Thus far, 130 countries and 527 cities around the globe have already declared their net-zero emissions targets no later than 2050. Furthermore, global leading enterprises including Apple, Google and Facebook have also joined the pledges to reach net-zero emissions or carbon neutrality across their supply chains. The DEP indicated that, in order to prevent climate disasters that could lead to catastrophe upon human civilization in the future, major emitters have already declared net-zero emissions by 2050, which is a no-regret commitment to the sustainable development of humanity and the Earth.<br />&nbsp; With continuing efforts in promoting reduction measures for GHG emissions, Taipei City strives to facilitate climate actions under the framework of the UN SDGs, publishing the Taipei City Voluntary Local Review (VLR) in 2 consecutive years of both 2019 and 2020. In 2019, the carbon emissions of the City were 11.6 million tons, which is a 11.3% reduction compared to 2005 levels. The City also raises its mid-term goal from 25% previously to 30% of reduction by 2030 with a long-term goal to reach net-zero emissions by 2050.<br />&nbsp; The DEP said that achieving net-zero emissions is the key to city&rsquo;s transformation. The subject of carbon reduction has already extended from aspects of environmental protection to industries and energy transition, and it is crucial to our country&rsquo;s future international competitiveness. Moreover, it is necessary to rethink comprehensively to promote and implement transition with a brand-new mindset on every aspect, including energy, society, industry, economy, and livelihood conditions.<br />&nbsp; Thus, based on the 2030 SDGs, Taipei City will continue to promote the following six major strategies to move towards net-zero emissions by 2050 with support of our national energy transition progress:<ol><li>Promote smart and zero-carbon buildings: The City will develop its new construction towards zero carbon buildings with the introduction of both energy traceability systems for buildings and the design of green and smart buildings. As such, the energy consumption per unit for buildings can be accurately grasped, achieving the goal of zero-carbon buildings through a multi-pronged approach. In addition, the City promotes the use of recycled and circular materials for public and private construction projects, driving the circular economy.</li><li>Improve green transportation: The City will increase the shared ratio of green transportation to over 70% by 2030. The road network of Mass Rapid Transit (MRT) will continue to be constructed with optimization of connecting bus routes. The City also promotes the &ldquo;4U Green Shared Transport&rdquo; by encouraging the use of shared vehicles such as Ubike, Ucar, Umotor, and Uparking, working on building the City&rsquo;s first and last-mile transportation.</li><li>Advance the electrification of vehicles: The City will raise its subsidies for citizens to purchase electric motorcycles, aiming to achieve more than 30% of shared ratio of electric motorcycles by 2030. It also aims to reach 100% all-electric city buses by 2030. To establish a user-friendly environment for electric vehicles, the City will accelerate the construction of charging infrastructures.</li><li>Installation of renewable energy systems: The City will expand the installed capacity of solar photovoltaic (PV), accelerating the pace of setting up civic power plants. Furthermore, it plans to introduce hydrogen energy use and novel energy storage systems.</li><li>Investment in green and innovative industries: Through the partnership with private venture capital management consulting companies, the Industrial Development Fund of Taipei City will prioritize climate-related venture capital, facilitating the development of relevant industries and attracting private investment funds.</li><li>Promote low-carbon and sustainable procurement: The City establishes the regulations on low-carbon and sustainable procurement with public sector taking leadership in purchasing low-carbon certified products with environmental labels and energy-efficient labels. In addition, the City also regulates its labor service and engineering contract partners to use energy-efficient, resource-efficient and low-carbon products.</li></ol>&nbsp; Taipei City Government is expected to complete an assessment report on its net-zero pathway ahead of UNFCCC COP 26 in November this year. Moreover, the Taipei Sustainable Development Committee of Taipei City Government will be transformed into the &ldquo;Climate Action and Sustainable Development Committee,&rdquo; enhancing the climate dialogue with all sectors. The DEP emphasizes that moving ahead towards zero-carbon Taipei by 2050 from the turning point of global climate transition not only requires public-private partnership and the engagement of NGOs, but also requires the cooperation with the central government.<br />&nbsp; At the critical moment during this national energy transition period, the DEP suggests the central government complete the legislative process of &quot;Climate Change Response Act&quot; as soon as possible. Approximately 15 million cases worldwide have been confirmed as of July 24. The report, released in March by the UN, pointed out that the COVID-19 outbreak has destructed societies in an unprecedented way, and had a devastating impact on the progress of achieving the UN Sustainable Development Goals (SDGs). However, it also created a transformative opportunity for the realization of SDGs. Since local governments are on the frontline of responding to this pandemic, the UN urged countries to form partnership between central and local governments, with central government allocates the resources and creates responsive mechanism, leading the way in showing local governments what effective measures to adopt that facilitate top-down preventive approach. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br />&nbsp;<br />Taipei City&rsquo;s Department of Environmental Protection (Taipei DEP) said that to combat the pandemic, the city has implemented various measures that comply with central government&rsquo;s policies and meet the SDGs of Good Health and Well-being (Goal 3), Education Quality (Goal 4), Decent Work and Economic Growth (Goal 8), Industry, Innovation and Infrastructure (Goal 9), Sustainable Cities and Communities (Goal 11), Responsible Consumption and Production (Goal 12), and Partnerships for the Goals (Goal 17).<br />&nbsp;<br />&nbsp;The measures which correspond to the SDGs adopted by the city are as follows:<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Goal 3</strong>: Quarantine and Isolation Management for the Health of Citizens<br />Prioritizing the health of citizens, the city government manages persons under home quarantine or isolation through smart tracking systems and collaborates with 35 hotels to provide accommodation of the abovementioned persons who have no suitable place for the two purposes. This measure allows reduction in COVID-19 treatment cost, sustainable capacity and utilization of healthcare resources. For individuals suspected of having COVID-19 and for those who need transport service from home quarantine to hospitals for routine medical treatments, rides will be arranged using the city&rsquo;s &ldquo;Disease Prevention Taxis&rdquo; for the purpose of reducing the risk of transmission.<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>Goal 4:</strong>&nbsp;A Set of E-learning Platforms Provide Equal Access to Education Promotion of &ldquo;Taipei CooC-Cloud&rdquo;, an online platform provides students under class suspension or home isolation with online learning services, is based on the principles of &ldquo;Non-stop Learning&rdquo;. In addition, free SIM cards are provided to relatively economically underprivileged students, giving universal access to education for all.<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Goal 8</strong>: Nine Short-term Distress Economic Relief Measures Meet Economic Needs of Citizens<br />The city&rsquo;s implemented nine short-term distress economic relief measures to ensure economic needs of citizens. &ldquo;A Thousand People in Taipei Participating in the Pandemic Prevention Employment Program&rdquo; provides approximately 2,000 job opportunities related to pandemic prevention from government departments. The other eight measures including deferring and reducing local tax payment, subsidizing unpaid individuals and small and medium-sized enterprises were conducted. Approximately 370 million NT dollars are put for economic rescue and future development.<br />&middot;&nbsp;&nbsp;&nbsp;&nbsp; <strong>Goal 9</strong>: Stay Safe from COVID-19 in Public Spaces and Conduct Environmental Disinfection<br />To ensure normal functioning of infrastructure in the city, mask-wearing has been made mandatory at all times when taking mass rapid transit (MRT) and infrared thermal imaging cameras have been set up in major MRT stations for distance measurement of body temperature.<br />MRT stations and carriages that passengers frequently come into contact are disinfected regularly. Thus far, 26 cities have responded, and some have even requested to have video conferences, or have invited Taipei to join their pandemic prevention platforms to share the experiences.<br />&nbsp;<br />Taipei DEP indicated that the city has published its first Voluntary Local Review (VLR) under the livable and sustainable vision, which reviews the progress toward 7 prioritized SDGs in 2019. This year, the city will release a 2020 VLR, including its measures and results during the COVID-19 pandemic for the first time to present and share with the global society. Being the capital of Taiwan, Taipei City has taken the lead in achieving GHG emission reduction to play our part in the global movement. CDP announced on Feb. 18, that Taipei scores an &ldquo;A&rdquo; in CDP&rsquo;s 2019 annual ranking, marking its second A List City title in a row, which indicates that Taipei has received worldwide recognition for its climate action.<br /><br />Department of Environmental Protection (DEP) commented that CDP is an international non-profit organization founded by wealth management companies such as Merrill Lynch, Goldman Sachs and HSBC. Taipei has taken the initiative to disclose the city&rsquo;s climate and environmental data to CDP since 2011.<br /><br />According to CDP, just 7% - 43 out of 596 cities score an &lsquo;A&rsquo; for cutting emissions and setting climate strategies in 2018. Taipei is the only city in Asia to receive A rating and be featured in a dedicated story on the CDP website. This year, Taipei remains one of the 105 cities that received an &lsquo;A&rsquo; score among over 850 participated cities.<br /><br />The global trends in greenhouse gas emissions management suggest that nations are frequently challenged by the uncertain factors like barriers to international climate agreements. Additionally, global emissions reductions have been shifted from national to local government level given that megacities are the biggest emitters of CO<sub>2</sub>, making city level action the backbone of mitigation policies. The increasing numbers of countries participating CDP&rsquo;s 2019 annual ranking can be seen as the sign of city&rsquo;s vital role in tackling climate change allows it to mobilize more resources to reduce emissions and adapt to its current effects. The promotion of cities&rsquo; successful actions brings out competitive advantages and the sustainability at its best and of the nation. Cities on the front line for climate action ensure better transparency and open government that drive to achieve climate security.<br /><br />DEP commented that since Greenhouse Gas Reduction and Management Act got promulgated on July 2015, Taipei City Government has set goals of reducing greenhouse gas emissions by 25% and 50% from 2005 levels by 2030 and 2050, respectively, in December the same year, with regard to Greenhouse Gas Reduction and Management Act and the signing of San Francisco Urban Environmental Accords in 2005. After full implementation of all measures to cut carbon emissions, DEP has finished 2018 GHG emission inventories with verification by third party, BSI Taiwan (British Standards Institution Taiwan). Taipei&rsquo;s energy consumption has reduced 960 thousand metric tons (i.e. 7.3%), which can be explained that its long-term implementation of GHG reduction strategies have shown signs of success.<br /><br />Analysis indicated that the economy of Taipei City is based primarily on the service industry. Residential and commercial sectors contribute 75% of GHG emissions while transportation sector accounts for 20%. It is noted that energy consumption results in 70% of emissions, according to a 2018 greenhouse gas inventory report. Therefore, Taipei City has placed energy-saving at the center of its energy policies with an emphasis on residential and commercial and transportation sectors. The highlights of Taipei&rsquo;s implementation of emissions reduction lie in &ldquo;prioritizing energy saving, enhancing energy efficiency and accelerating the low-carbon transition&rdquo;. The City Government has implemented Promotion of Residential and Commercial Energy Saving Project since 2018, and has subsidized replacement of lighting, air conditioning equipment, domestic refrigerator, and adoption of energy management system for service industries, health facilities, communities, hotels, and schools. Statistics showed that equipment replacement has the best outcome among all strategies. Meanwhile, total energy consumption in 2018 declined by 197 million kWh (equivalent to 431.8 thousand metric tons of CO<sub>2</sub>) as compared to 2017. In transportation sector, besides continuous optimization of public transportation system, promotion of shared transport and expansion of public bicycle system have also been implemented to be in line with Taipei Clean Air Action Plan 2.0, which focuses on three elements, &ldquo;Low Emission Vehicle&rdquo;, &ldquo;Green Transportation&rdquo;, and &ldquo;Regional Cooperation&rdquo; Major efforts have been made and focused on regulating the most polluting vehicles in the &ldquo;Low Emission Zone&rdquo; by enforcing a stricter sulfur oxide emission standards for boilers, reducing the aviation fuel sulfur content, etc. With all these efforts, the annual mean concentration of PM2.5 has been improved from 19.6&mu;g/m3 in 2014 to 14.6&mu;g/m3 in 2018. As expressed by Taipei City Department of Environmental Protection, the humid climate in Taiwan fosters growth of dust mites at home, creating a hard time for people with allergies. According to findings from medical researches, more than 90% of allergens for children come from dust mites at home. Prevention of dust mites can be accomplished without the use of dust mite-proof laundry detergent or pesticides. Remember the rule of thumb that &ldquo;dryness&rdquo; and &ldquo;cleanliness&rdquo; are the natural ways to keep dust mites away from home.</span></p>&nbsp;<p class="MsoNormal" style="LINE-HEIGHT: 25pt; TEXT-INDENT: 24pt; MARGIN: 0cm 0cm 9pt; mso-char-indent-count: 2.0; mso-line-height-rule: exactly; mso-pagination: widow-orphan; mso-margin-top-alt: auto"><span lang="EN-US">As explained by the Department, the dust mite is an eight-legged arthropod only 0.3 mm in size. They like to live in an environment with a temperature of about 25</span><span style="FONT-FAMILY: ">℃</span><span lang="EN-US">and humidity of 70-80%. Most dust mites adhere to products made of cotton or wool, such as carpet and stuffed toys made of fur or fluffy materials. Their sources of food&nbsp;come from fur and hairs from humans and animals. As long as these food sources exist in the environment, along with high humidity environment, dust mites are able to reproduce their offspring in 30 days. As advised by the Department, the following 7 tips&nbsp;for guarding against mites come in handy for families in their efforts to get rid of and prevent dust mites.</span></p>&nbsp;<p>1.Regularly dehumidify the home living area with a dehumidifier to keep the relative level of in-door humidity lower than 50%, so that it would be hard for dust mites to survive.</p>&nbsp;<p>2.Frequently wipe or vacuum-clean fur and hairs on the floor and carpet to&nbsp;eradicate the source of food for the mites.</p>&nbsp;<p>3.Dust mites hate high temperature. Bed covers, sheets, pillow covers, or stuffed toys should be regularly soaked in 50~60℃&nbsp;hot water for about 10 minutes and washed with detergents.</p>&nbsp;<p>4.Pillows and stuffed toys should be regularly placed under hot sunlight. If there is no big space available, they could be placed under the sunlight while wrapped inside a black plastic bag in order to raise the temperature inside to 60℃. On rainy days, they could be heated by hair dryer or ironing to effectively get rid of dust mites.</p>&nbsp;<p>5.Carpets are often where dust mites like to dwell in. If any family member has allergies, it is recommended to replace carpet with wooden floors.</p>&nbsp;<p>6.The dust mite-proof bedding in stores employs a physical method: the surface holes are minimized in size to&nbsp;eradicate the hidden food source for mites. However, they have to be washed at least once per month.</p>&nbsp;<p>7.Window curtains made of cloth tend to catch dust mites and are not as easy to wash and clean. The following behaviors are forbidden all day, in or within 50 meters of schools (of various levels), medical and health institutions (except clinics), or within educational districts in Taipei City (hereinafter referred to as the City):<br />(I) Discharging professional pyrotechnic devices or normal fireworks which give off whistling or explosive sounds; however, cultural activities or international exchanges which are approved by the City Government are not subject to this limit.<br />(II) Conducting temple (including altar) worshiping, fairs, marriage, funeral or other folk activities which involve the use of sound amplifying facilities.</p><p>II. The following behaviors are forbidden in all noise-controlled areas of the City between 10 PM and 8 AM.<br />(I) Discharging professional pyrotechnic devices or normal fireworks which give off whistling or explosive sounds; however, New Year&rsquo;s Day, Chinese New Year Festival (the first day of lunar January), Lantern Festival, Dragon Boat Festival, Ghost Festival, Mid-autumn Festival, National Day, New Year&rsquo;s Eve and other folk festivals recognized by the City Government, are not subject to this limit.<br />(II) Conducting temple (including altar) worshiping, fairs, marriage, funeral or other folk activities which involve the use of sound amplifying facilities.<br />(III) Engaging in outdoor assemblies, parades or other activities which involve the use of sound amplifying facilities; however, New Year&rsquo;s Day, Chinese New Year Festival (the first day of lunar January), Lantern Festival, Dragon Boat Festival, Ghost Festival, Mid-autumn Festival, National Day, New Year&rsquo;s Eve and other folk festivals recognized by the City Government, are not subject to this limit.</p><p>III. Use of non-business karaoke is forbidden in all noise-controlled areas of the City between 10 PM and 8 AM, and also on holidays: between 12 noon and 2 PM. Non-business karaoke refers to vocal accompaniment and audiovisual equipment provided for people to sing songs at places which are not permitted and registered business locations of the Audio-visual Singing Industry, or other non-business locations.</p><p>IV. Use of power machinery to carry out decoration engineering, which would hinder the peace in residence and apartment buildings, is forbidden within the noise-controlled areas of the City between 10 PM and 8 AM, and also on holidays: between 12 noon and 2 PM.</p><p>V. The following behaviors are forbidden in the first-class and second-class noise-controlled areas of the City between 10 PM and 8 AM:<br />(I) Catering, laundry, publishing or other commercial activities which involve the use of power machinery.<br />(II) Various commercial advertising behaviors which involve the use of sound amplifying facilities (including mobile commercial advertising vehicles).</p><p>VI. Use of power machinery to carry out construction work, which would hinder the peace in the first-class, second-class and third-class noise-controlled areas of the City, is forbidden between 10 PM and 8 AM, and also on holidays: between 12 noon and 2 PM. However, the following situations are not subject to this limit.<br />(I) Rescue and emergency repair engineering of damaged facilities which would endanger public security, pollute the environment and influence the water, power or gas supply or communication of the public.<br />(II) Safety measures assemblage of foundation piles (excluding percussive piling), diaphragm wall and underground structure engineering (including excavation work), mass concrete placing, large bridge hoisting and other continuous and necessary engineering which are approved by the industry&rsquo;s competent authority.<br />(III) Construction in specially-controlled areas during the daytime (such as Bo&rsquo;ai Special Zone, special service roads, etc.) which is approved by the industry&rsquo;s competent authority.<br />(IV) Construction engineering for government-organized international or national important activities which is approved by case by the City Government.</p><p>VII. For the abovementioned Clauses VI (II) &ndash; (IV), the industry&rsquo;s competent authority shall submit a copy of the approval documents to the Department of&nbsp; Environmental Protection&nbsp;of the City, and the construction unit shall set up noise control facilities (including deadening fabric, anechoic chamber, anti-vibration pad, noise enclosure or other facilities with noise reduction function) at the construction site and erect night or noon construction billboards. Violators will be deemed to have breached the preceding terms.</p><p>VIII.
