What will I be fined if I simultaneously break the “Environmental Impact Assessment Act” and “Water Pollution Control Act”?

If you simultaneously violate two kinds of laws, you have to pay the heavier fine. However, if two laws are broken because of two individual actions, the violators will be fined separately in accordance with each of the laws.
