The amount of garbage produced has increased dramatically over the past several decades. At the same time, the standards for solid waste disposal have become more stringent .As a result, managing a refuse disposal that is environmentally safe has become a major concern for the Taipei City Government .The Department of Environmental Protection (DEP) of the Taipei City Government implemented a" Ten year plan for managing Taipei's Garbage ". Thus the department began planning for the establishment of incinerators in 1985. NeiHu incinerator is the first incinerator to be planned, built and operated. The start-up and trial burning procedures were begun in 1991, and the plant became fully operational and administered by the TDEP in January 1992. It is the first large-scale, high-efficiency refuse incinerator in Taiwan. It burns all combustible material and reduces the volume of refuse to one-tenth the original volume. The residual is sent to a qualified recycling plant. The heat generated from burning the refuse is recovered by a heat recovery boiler and transformed into power which operates steam turbines that generate electricity. By incinerating garbage we can effectively reduce the amount of waste in an environmentally safe manner so that the resulting ash is not harmful to the environment and the heat produced can be recovered and the heat produced can be recovered and recycled in a profitable manner.
